The Problem

The Wallace Collection at Hertford House, Manchester Square, is one of the UK's most important national museums: a Grade II* listed building in the heart of central London, housing an internationally significant collection of Old Master paintings, furniture, arms and armour, and European porcelain. When the building required external refurbishment works and a full scaffold was erected across the front elevation and returns, the sheeting specification needed to reflect the profile of the building and the nature of the risk.

For most commercial and residential scaffold projects in the UK, EN13501 flame retardant certification is the standard requirement and is sufficient. For a public building of this category, a listed building open daily to visitors, in a Conservation Area, with a nationally important collection inside and in one of London's most sensitive locations, the applicable standard is higher.

The main contractor required film certified to LPS1207 and LPS1215, the Loss Prevention Standard benchmarks used on high-profile and heritage sites where the consequences of a fire event are particularly severe. Billa Scaffolding, the scaffolding contractor on the project, needed to source LPS1207/LPS1215-certified film and install it across the full face of Hertford House.

The Solution

Rhino supplied 300 micron shrink wrap film certified to LPS1207 and LPS1215 for the project. The scope covered the front elevation of Hertford House and the scaffold returns on both sides, with a total sheeted area of approximately 1,177m² across the front and sides of the scaffold.

Installation was completed over 3-4 days in August 2019. Working on a public street in central London, with foot traffic, road access constraints, and a gallery open to visitors throughout, requires a well-coordinated installation that minimises disruption and keeps the working area controlled.

The finished sheeting enclosed the full scaffold face and returns in a continuous white wrap, with the joints heat welded and the film shrunk drum-tight across the entire elevation.

The Result

The completed wrap enclosed the full face of Hertford House throughout the refurbishment programme. The LPS1207/LPS1215-certified specification gave Billa Scaffolding the fire certification documentation required on a building of this profile, satisfying the main contractor's requirements and the insurance and planning conditions that apply to high-profile heritage sites in central London.

The before-and-after photographs, taken from near-identical positions on Manchester Square, show the scale of the project: the full face of a significant London landmark enclosed in white scaffold sheeting with minimal visual disruption to the surrounding streetscape.

LPS1207 and LPS1215 are required on a minority of projects, but that minority includes many of the UK's heritage buildings, major public institutions, and high-profile central London sites. If your project falls into that category, it is worth confirming the certification requirement before specifying. EN13501 film and LPS1207/LPS1215 film are both 300 micron flame retardant, but they are not interchangeable on sites where the higher standard applies.
